We are continuing to investigate this issue. We will provide an update by December 10, 2012 2:56:00 PM PST detailing when we expect to resolve the problem.
Affected users are receiving an “Error #1000″ message when attempting to search for users or access the ‘Organizations and users’ tab inside Google Apps Control Panel. Currently, this service disruption is affecting less than 1.5% of Control Panel / API users.
For everyone who is affected, we apologize for any inconvenience you may be experiencing.
