\nModify Banner phone numbers extract for StarRez
\nDescription of change: OIT will apply changes to the way cell phone number and permanent phone number are extracted. The changes would be to make sure that when there multiple \u2018CE\u2019s and \u2018PR\u2019s with primary indicators that it loads the one that was most recently updated by a student. Also, it would take into account when there is no primary indicator to send the most recently updated phone.
